As managing partner of the Florida Toll Services (FTS) joint venture, AECOM has partnered with the Orlando-Orange County Expressway Authority (OOCEA) since 1995 under two competitively bid back-to-back contracts. Upon award of our first contract, AECOM was tasked with transitioning full-scale cash toll collection operations from the Florida Department of Transportation (FDOT) to AECOM management. In less than 60 days, FTS completed management mobilization; the full documentation development effort; interviewing, hiring, and training of over 266 personnel; and full transition of 5 of the 10 OOCEA plaza facilities. The remaining 5 plazas were transitioned from FDOT in a phased approach over the next 6 months.

In partnership with the client, we established performance benchmarks that continue to maximize revenue capture, reduce toll violations, and increase customer satisfaction levels. We also designed the measurement systems which we use to collect and report traffic and revenue statistics. Audit results and reports are used by AECOM to continually monitor toll service attendant performance and training needs. In doing so, we have been able to consistently capture 99.99% of all toll revenue collected manually over the course of our contracts.

Currently, AECOM operates 14 mainline plazas and 64 remote ramps. Since the beginning, we have processed over 4.6 billion toll transactions and collected more than $3.4 billion in revenue of which $1 billion was collected in manned lanes. During peak operations, up to 420 staff have been engaged on the project.
