AECOM Canada has been a critical delivery partner since the projects\u00a0inception\u00a0in 2016 when we were\u00a0retained\u00a0as\u00a0Owner\u2019s Advocate.    <\/p>\n<\/div>\n\n\n<script src=\"https:\/\/fast.wistia.com\/player.js\" async><\/script><script src=\"https:\/\/fast.wistia.com\/embed\/nmfnofcwby.js\" async type=\"module\"><\/script><style>wistia-player[media-id='nmfnofcwby']:not(:defined) { background: center \/ contain no-repeat url('https:\/\/fast.wistia.com\/embed\/medias\/nmfnofcwby\/swatch'); display: block; filter: blur(5px); padding-top:56.25%; }<\/style> <wistia-player media-id=\"nmfnofcwby\" aspect=\"1.7777777777777777\"><\/wistia-player>\n\n\n\n<div style=\"height:24px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>In 2016, the&nbsp;Winnipeg Sewage Treatment Program (WSTP,&nbsp;City of Winnipeg&nbsp;with Veolia)&nbsp;launched an ambitious project to upgrade the North End&nbsp;Wastewater&nbsp;Treatment Plant to reduce environmental impact, support civic growth, and replace aging infrastructure. AECOM Canada has been a proud partner from the start,&nbsp;providing&nbsp;technical guidance, procurement support, and program management as the Owner\u2019s Advocate,&nbsp;and working closely with the&nbsp;WSTP&nbsp;to shape the project.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>This multifaceted program includes a&nbsp;new headworks facility, biological nutrient removal facility,&nbsp;primary clarifier scum&nbsp;dewatering, upgraded ultraviolet disinfection, and&nbsp;new&nbsp;solids treatment,&nbsp;including&nbsp;thermophilic digestion.&nbsp;It also includes a new standby power generation system and&nbsp;upgrades to&nbsp;the&nbsp;plant-wide&nbsp;control system.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-gallery has-nested-images columns-2 is-cropped wp-block-gallery-1 is-layout-flex wp-block-gallery-is-layout-flex\">\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" data-id=\"192186\" src=\"https:\/\/aecom.com\/content\/wp-content\/uploads\/2026\/03\/NEWPCC_Winnipeg_201907_10-1024x683.jpg\" alt=\"\" class=\"wp-image-192186\"\/><\/figure>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" data-id=\"192189\" src=\"https:\/\/aecom.com\/content\/wp-content\/uploads\/2026\/03\/NEWPCC_Winnipeg_201907_31-1024x682.jpg\" alt=\"\" class=\"wp-image-192189\"\/><\/figure>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" data-id=\"192193\" src=\"https:\/\/aecom.com\/content\/wp-content\/uploads\/2026\/03\/NEWPCC_Winnipeg_201907_59-1024x682.jpg\" alt=\"\" class=\"wp-image-192193\"\/><\/figure>\n<\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Overcoming challenges through deep collaboration<\/strong>&nbsp;<\/h2>\n\n\n\n<p>To meet the&nbsp;project&#8217;s challenges, the&nbsp;City&nbsp;assessed&nbsp;each phase of work to&nbsp;select the best&nbsp;delivery method. The last&nbsp;two&nbsp;major phases of the NEWPCC program are being delivered through a&nbsp;progressive design-build model that integrates contractors into the design process. This approach allows the&nbsp;WSTP, AECOM, and development partners to collaboratively develop the 60% design and&nbsp;facilitates&nbsp;quick, informed decision-making. For example, when high inflation, increased tariffs, and market uncertainty caused biosolids facilities&#8217; costs to exceed project budgets, the team adapted by shifting from a thermophilic hydrolysis process to thermophilic digestion to bring the cost estimate back within budget while still meeting project goals.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Responding to market conditions to&nbsp;achieve success&nbsp;<\/strong>&nbsp;<\/h2>\n\n\n\n<p>Winnipeg is a prairie city with a population of 850,000 and a strong engineering and construction sector. However, the size and complexity of this project required careful planning&nbsp;of our contracting approach. The project was divided into three distinct packages to match market conditions.
