The Comprehensive Modernization Program (Comp Mod) holistically rehabilitates building campuses under a single, integrated program. Administered by the New York City Housing Authority (NYCHA), Comp Mod improves building performance and living conditions. This comprehensive renovation program features extensive, continuous stakeholder engagement throughout its lifecycle. We’re providing program, procurement and project management services to support planning, oversight, management and execution of the projects and related activities at multiple developments.

The whole-of-development renovation strategy enables NYCHA developments to be refurbished more efficiently, with greater innovation and higher quality, and with better value than by undertaking multiple, smaller capital projects. The approach provides a viable pathway for campus modernizations for NYCHA.

Leadership team with extensive NYCHA experience

Our leadership of the Comp Mod Program adds to our extensive portfolio of successfully managed buildings and systems projects across NYCHA’s campuses. The Comp Mod work includes major renovations to building exteriors and interiors, apartment interiors and multiple building systems, along with improvements to sites and grounds. Since the program’s implementation in 2021, we have provided planning, scoping, industry outreach, stakeholder engagement, risk management, cost estimating, project controls, condition-surveys, scheduling and procurement services. We continue to support NYCHA’s development of enhanced project delivery, architectural and engineering design and construction methodologies to effectively modernize its properties using direct capital investments.

Community engagement services drive project success

Our experience considering diverse community needs helps drive successful project implementation. Providing frequent accessible, equitable participation is important, particularly for those who are aging or with limited mobility. Our expert engagement teams provide support to community planning, temporary relocation planning, management, and resident, tenant association and stakeholder consultation. These services reinforce Comp Mod’s approach that includes consultative workshops with resident representatives and industry partners in the planning, design and construction industries and with NYCHA staff across departments and disciplines.
