AECOM Philippines was recently announced as the winner of the Global Conceptual Design Competition for the new Philippine Senate building in Manila.

“We would like to extend our warmest congratulations to AECOM. There is no doubt that your conceptual design for the Senate’s permanent home best represents the honor, dignity, and legacy of this independent institution,” Senator Panfilo Lacson, chairman of the Senate Committee on Accounts tasked to pursue the relocation and oversee the eventual construction of the new and permanent home of the Senate, said during the announcement.

Over the past year, BDCA assisted the Philippines Senate in procuring an almost two-hectare lot, located in a new, expansion area of BGC for the construction of the new building.  And reflecting the Philippines’ growing confidence, in late 2017 the Senate launched a “Global Conceptual Design Competition” for its new building. Called “Bagong Senado” in the local Philippines language, the global competition sought designs that needed to meet four key criteria:

  • First, instantly iconic and unique
  • Second, constructable and feasible
  • Third, sustainable and green
  • Fourth, functional and secure

Twenty-four foreign and 16 local architectural firms submitted their Expression of Interest (EOIs) to participate, of which the top five firms were chosen by the Selection Panel comprised of senators and BCDA officials on March 23, 2018.

As the only major global infrastructure and design firm to have a full service operation in the Philippines, AECOM fielded a blended team by partnering with three esteemed local firms: ESCA Inc., a 35-year old local engineering firm that was pioneering in advocating for adoption of BIM technology in the Philippines; LDG Architects headed by Lui Daya-Garcia, a renowned Filipino sustainability expert; and Espina, Perez Espina and Associates, and award-winning local landscape design firm.

Opening of the iconic New Senate Building is planned for July 2021, at the start of the next Congress.
