Runway 10R-28L — part of FLL’s Airport Expansion Program for which AECOM is program manager — is a new, 8,000-foot-long commercial air carrier runway that replaces the previous general aviation Runway 9R-27L. AECOM served as the comprehensive program management team leader for the runway, providing services that included programming, validation, scheduling, budgeting and cost control, design definition, design management and construction oversight.

The US$1.3-billion Airport Expansion Program, which began in January 2009, is an extensive capital-development plan aimed at improving FLL’s runway and international arrivals terminal’s capacity in order to enhance conditions in the crowded South Florida airspace. In addition to Runway 10R-28L, key elements of the program include:
- Runway and taxiway structures over a two-lane airport service road, the six-lane U.S. Highway 1 and the Florida East Coast Railroad.
- New parallel north-south connector taxiways and an aircraft holding pad.
- Placement of over 8 million cubic yards of fill to create the runway/taxiway system.
- Constructing over 3,000 feet of mechanically stabilized earth retaining wall, ranging up to 60 feet tall.
- Performing numerous enabling projects, including the relocation of roadways and utilities, the demolition of various buildings and wetlands mitigation.
- Relocating an existing airport surveillance radar facility.
- Completing Terminal 4 associated work, including the demolition of the existing 10-gate Concourse H; temporary relocation of aircraft parking positions and apron re-striping; reconfiguration and expansion with a new 14-gate Concourse G, including 12 gates being capable of handling independent international arrivals; renovations and expansion of the existing Federal Inspection Services facility; and creating a new checked baggage inspection system and airport administrative offices.
The full Airport Expansion Program is scheduled to be completed in 2018.
