Handley commanded the First Naval Construction Division (Seabees) prior to his retirement. He previously served as Vice Commander, Navy Installations Command, and Director of Shore Readiness for Deputy Chief of Naval Operations (Logistics) in Washington, D.C.; Commanding Officer, Naval Facilities Engineering Command Mid-Atlantic; and in numerous engineering and leadership positions throughout his naval career.
Handley brings extensive experience directing complex design and construction programs. Most relevant to his current role, he led development of the Navy Shore Energy Strategy while Director of Shore Readiness, setting aggressive goals to drastically decrease consumption, increase energy efficiency, and implement alternative-energy solutions at installations worldwide.

Handley has a bachelor’s degree in mechanical engineering from Villanova University, and a masters of engineering (construction) degree from Stanford University. He attended the University of Michigan’s Executive Management Program and the Babson College Executive Program on Leading Innovation. He is a registered professional engineer in the state of Washington and an active member of the Society of American Military Engineers.
