From 2007 to 2016, AECOM has been providing project management services, loan monitoring, author supervision and space planning for the construction of the Nevskaya Ratusha administrative and business complex, located in the historical centre of St. Petersburg.
The 370,000 square metre development includes nine buildings: seven Class-A business centres with fitness and retail facilities on the ground-floor; the city administration building; and a 4-star hotel managed by an international operator. The development was constructed in three phases.
The project is located in the heart of a historical industrial area. It is a rare example of a regeneration project where a 6 hectare site that was previously occupied by an old tram park is being converted into a modern public area featuring businesses, authorities, open public spaces and amenities. The new development provides a welcoming environment for citizens, as well as visitors to the city.
Nevskaya Ratusha will become a key element of the new rapidly growing business area of St. Petersburg. It also will provide significant employment opportunities during construction and throughout the life of the project.
“What we are building is more than just a few business centres. We are creating an environment that is comfortable both for our tenants and for St. Petersburg residents and visitors,” noted Aleksandr Olkhovsky, vice president, managing director, VTB Bank. “As early as the design stage, we formed a vision of a public space within the complex, a platform for various projects in the spheres of culture, art, sports, education, gastronomy and other sectors.
“The implementation of Nevskaya Ratusha strategic urban project is an example of transforming depressive industrial areas in the historical centre of the city that can become a model for the ‘grey belt’ redevelopment,” concludes Olkhovsky.
The expressive architectural design has attracted professionals from various sectors. The location was chosen as the site for a fashion shoot of Igor Plaxa—a Russian mens’ clothing brand—and for the test driving of new BMW and Ford vehicles. In addition, the Nevskaya Ratusha conference hall has become a desirable meeting venue by developers, architects, urban planners, representatives of the city administration and sectoral business.
“Our project management approach successfully realizes the innovative concept of the object that recognizes the cultural heritage characterized for St. Petersburg with due regard to the requirements of the epoch and the ultramodern idea of the object itself,” says Roberto Cialone, Managing Director, East Europe. “Moreover, during the development of space planning for the Administration Building, the AECOM team widely used BIM technologies that are extremely important for design solutions and quality control.”
