As Owner’s Engineer for the Ministry of Transportation (MTO) for the alternative finance and procurement for The Rt. Hon. Herb Gray Parkway (formerly the Windsor-Essex Parkway) design-build-finance-maintain project, AECOM managed all the technical aspects, authored several of the project-specific output specifications, assisted in the operations and maintenance requirements, and generally represented MTO’s interests in the request for qualifications, request for proposal, payment mechanism, insurance issues, responded to requests for information and wrote the project agreement.
AECOM also provided services to clear the corridor to the extent possible prior to the implementation phase. This included property acquisition, archaeology, environmental site assessment (ESA) 2007 permit, environmental assessment approval (and conditions), Canadian Environmental Assessment Agency approval (and conditions), and the ESA Phase I/II program. AECOM also evaluated alternative technical solutions received from bidders and evaluated the design submissions.
