Joint venture wins £350m Scape Group framework Contract
A JOINT venture between Pick Everard, Gleeds and AECOM, has been appointed to deliver a new £350m Scape Group framework which will offer the broadest range of consultancy services available to the public sector.
The consortium, called Perfect Circle, will lead public sector owned built environment specialist Scape’s new National Built Environment Consultancy Services (BECS) framework.
The three firms will work together closely to deliver the framework over the next four years.
The services available under the BECS framework include, but are not limited to: project management, quantity surveying, building surveying, commercial surveying, architecture and design services, civil and structural engineering, highways consultancy and engineering services and strategic asset management.
Duncan Green, managing partner of Pick Everard, said: “Delivering the requirements of the framework via Perfect Circle, a consortium of leading, innovative firms with expert industry knowledge and expertise, working closely with a wealth of local supply chain providers, will ensure we can deliver the very best high quality, value for money services for clients.
“There are tremendously exciting times ahead as we build upon our excellent relationship with Scape with a more comprehensive suite of services, working closely with our partners to deliver a new framework set up ideally to meet the broad needs of public sector bodies and their local communities.”
This is the first time a joint venture has been appointed by Scape and the three partners will work together, supported by an extensive local supply chain, to deliver vital public sector projects.
Richard Steer, chairman for Gleeds Worldwide, said: “The BECS Framework presents a significant business opportunity and we are delighted that the strength and quality of the Perfect Circle proposition has been recognised through this appointment. Our teams worked incredibly hard to produce a best-in-class bid and it is now our job to ensure we are able to hit the ground running once the framework goes live.”
Patrick Flaherty, chief executive, UK & Ireland, AECOM, said: “The BECS framework provides public sector organisations with a responsive, cost-effective and efficient delivery model through which to access Perfect Circle’s full consultancy services. AECOM brings its breadth of diverse and specialist disciplines to the framework, delivered locally through its extensive network of offices and delivery partners. Pick Everard, Gleeds and AECOM will work collaboratively, building on their combined experience of working with the public sector to deliver vital projects and value for money to UK taxpayers.”
The significant boost for the local providers will see around 150 SMEs support the consortium supply chain partners with 27,000 discipline experts spanning the group. Perfect Circle has also specifically committed to creating significant opportunities for micro businesses. In order to enhance communications between these various stakeholders Perfect Circle will create a web-based collaborative platform, providing a single portal for exchange of information between partners, suppliers, Scape, authorities and construction partners.
Mark Robinson, Scape Group chief executive, commented: “The Perfect Circle partnership delivered the most economically advantageous tender and, supported by an extensive local supply chain, will provide the best level of service to our public sector clients. The team has not only demonstrated the combined skills and expertise to deliver the highest quality projects for the public sector, but has shown a wide-ranging commitment to sustainably improving communities, including through an extensive school work placement programme, charitable commitments and local employment opportunities.
“In addition to measuring this framework against monetary and time-saving criteria we will also be measuring against socio-economic criteria, which includes use of local businesses within the supply chain, minimum levels of local spend and apprenticeship creation.”
The new framework unites and extends the services available under two of Scape’s existing frameworks: the National Asset Management, Surveying & Design Services framework and the National Project Management and Quantity Surveying framework, for which Pick Everard was the sole provider.
