Environmental impact assessment of TSMC Zhunan Plant

With a 52 percent market share, the Taiwan Semiconductor Manufacturing Company (TSMC) is the leading provider of integrated circuit manufacturing services in the global semiconductor industry.

In addition to having the most advanced technology, TSMC believes that advanced backend services are a crucial part in providing customers with complete wafer services. Hence, the TSMC sought to set up the Zhunan Plant, with advanced backend services as one of its key objectives in order to maintain its competitive edge as a global technical leader.

In accordance with the Environmental Impact Assessment (EIA) Act and related regulations, TSMC appointed AECOM to conduct the EIA of the Zhunan Plant. The AECOM team conducted various investigations and assessments in compliance with the requirements and the operating standards of the EIA Act, and proposed the necessary measures to mitigate possible risks. The team successfully passed the review of the EIA committee and accomplished the client’s expectations.

Environmental Impact Assessment of Baoshan Site 2

Since 2010, the Hsinchu Science Park has been fully occupied with no available land for new tenants. Even after the completion of the Baoshan Site 1 expansion plan, the space in this industrial park remained scarce.

To address this issue, the Hsinchu Science Park Bureau (HSPB) kicked off a second expansion plan on Baoshan Site 2. This aims to meet the needs of land use and maintain the park’s position as one of the world’s most significant centers for semiconductor manufacturing, industrial and computer technology development.

The project site is located in Baoshan Township, Hsinchu County, Taiwan and covers 81.01 hectares and 9.01 hectares of land on the eastern and western sides of Freeway No. 1. Once completed, it will provide an additional 48.18 hectares of leased area for Taiwan Semiconductor Manufacturing Company’s (TSMC) two-nanometer (2nm) research and development plant, the first to develop the 2nm process in the world.

After conducting the environmental impact assessment (EIA) of Hsinchu Park’s Baoshan Site 1, AECOM was again appointed by HSPB to conduct the EIA of Baoshan Site 2. The assessment scope includes health risk assessment, electromagnetic waves, as well as those for water and terrestrial areas. Hsinchu S.M.I.L.E. Waterfront Project

The S.M.I.L.E Waterfront Project in Hsinchu covers the areas along the city’s coastline, the floodplains along the Touqian River and the fishing port area known as the Fisherman’s Wharf. This highlights a connected water environment with diverse natural features.

With “retrieving nature” as its core philosophy, the overall scope of the project delivers a proactive approach to derive development benefits out of advanced conservation strategies. To fulfill its emphasis on environmental improvement and aesthetic benefits, the project includes various types of work, including landscape improvement, ecological restoration, architecture, civil engineering, water engineering and facility operation.

As a key strategic blueprint for the city’s spatial governance, the S.M.I.L.E project characterizes a vision of a Sustainable waterfront environment, a team of Multidisciplinary professions, Integrated programs, Leading in ideas and thoughts and intact Ecologies. The project is unique in its attempt to bring together separate programs into one holistic master plan which will act as a guideline for future programs in the areas.
