Baltimore Metro Subway Steps into the Future
Faster and more reliable service is offered to Baltimore Metro Subway riders through the installation of Communications-Based Train Control (CBTC), a state of the art computerized signaling system considered the global gold standard. This advanced technology will be incorporated into 78 new railcars on the metro system through the Maryland Transit Administration’s Metro Railcar and Train Control Replacement Project.
Initiated in 2017 and currently in the testing phase, when completed the CBTC installation will provide immediate service improvements. It aligns with MTA’s comprehensive vision for the Metro Subway to seamlessly integrate into regional transportation systems, ensuring it can accommodate increasing ridership demands.
Smarter signals, better service
The Baltimore Metro Subway’s legacy signaling system is over 40 years old and ready for an upgrade. The transition to CBTC will bring faster, more efficient and less crowded trips for riders while enhancing system efficiency for operators.
Unlike the outdated fixed block system, which divides tracks into sections with mechanical signals, CBTC uses real-time wireless communication between trains and control centers. This modern technology enables closer train spacing, increasing service frequency and reducing passenger wait times.
CBTC also enhances safety by automating critical functions such as speed control, braking and maintaining safe train distances, minimizing the risk of human error and collisions. The system also prevents red signal overruns, wrong side door opening, and enforces speeds limits in work zones, enhancing passenger and worker safety. The system’s automation reduces operating costs, improves reliability and streamlines maintenance by eliminating reliance on hard-to-source, outdated components. In addition to smoother operations, CBTC contributes to sustainability goals by improving energy efficiency and lowering emissions.
The train-to-wayside wireless communication also provides for enhanced diagnostic capabilities as the train reports from the vehicle monitoring system in real time. Real-time CCTV is also available on the same network.
The upgrade ensures Baltimore’s Metro Subway is better positioned to meet future ridership demands while delivering a safer, greener, and more reliable transit experience for all.
Phasing in progress
Retrofitting CBTC onto an existing rail network presents challenges, particularly ensuring compatibility with older infrastructure and minimizing disruptions. The Maryland Transit Administration (MTA) is phasing in CBTC implementation with extensive testing to maintain operations while addressing potential issues. This ensures a smooth transition to a modern, efficient system.
We are playing a key role in this transformation, bringing our expertise to provide comprehensive program, construction management and engineering services. From the project’s outset, we have supported the contractor by resolving technical challenges, participating in design reviews and ensuring alignment with MTA and Maryland Department of Transportation goals.
As the project progressed, our contributions expanded to include inspection oversight, field construction coordination and stakeholder collaboration. We have also played an essential role in testing, commissioning and guiding the safety certification process. This includes system testing for critical components such as solid-state interlocking, automatic train supervision and distributed control systems. Additionally, we are supporting training programs for MTA staff.
Our commitment continues as we work to advance the project toward completion, ensuring it delivers lasting benefits for Baltimore’s transit system.

To riders, signals may seem like simple traffic lights on train tracks, but they are vital to keeping trains moving safely, determining their path, speed and stopping locations. While passengers may not see CBTC in action, they will certainly feel its benefits. The CBTC system will provide real-time service updates, faster and more frequent trains, and a smoother, less crowded ride.
