The 25th Avenue redevelopment project in Saint-Eustache is part of an ambitious revitalization effort aimed at transforming an automobile-oriented commercial boulevard into an attractive, sustainable urban corridor centred on active mobility. As part of a master plan, we worked to establish an overall vision and clear guidelines to direct the area’s redevelopment, in alignment with the updated urban plan and municipal by‑laws. 

From the early stages, a structured public engagement process helped shape the project and ensure it reflected community needs. Feedback from this process influenced key decisions, such as concentrating commercial uses at strategic intersections, adjusting building heights, and incorporating features that enhance quality of life, greenery, and safety. The vision emphasizes a mix of uses, proximity to services, and improved walkability within the area. 

The development framework proposes a gradual transformation of 25th Avenue into a green and ecological urban corridor. The strategy is based on a clear hierarchy of movement, the integration of safe active transportation links, improved public transit service, and the creation of a continuous green space. 

Densification is approached in a thoughtful and phased manner, based on development opportunities for individual sites, through a compact urban form and diversified building typologies. Vertical mixed-use buildings are prioritized near existing residential neighbourhoods, providing a smooth transition with surrounding residential areas. 

Buildings are positioned to define the public realm, maximize sunlight exposure, and support activity along the corridor, while incorporating greening measures such as green roofs and stormwater management systems. The subdivision of large blocks encourages walking and cycling, thereby enhancing accessibility and overall liveability. 

Through this master plan, the City of Saint-Eustache is establishing both a strategic and operational framework to guide the redevelopment of 25th Avenue. The project strikes a balance between densification, greening, and high-quality design, offering a shared and sustainable vision for the future of this key urban corridor.
