We were mandated to develop a detailed plan for the consolidation and revitalization of the TOD (Transit-Oriented Development) area surrounding the LaSalle commuter rail station, within a complex urban context characterized by a strong presence of rail and road infrastructure, a significant industrial legacy, and major mobility challenges. The primary objective was to define a structuring and actionable vision to densify, consolidate, and redevelop the area in accordance with Transit-Oriented Development principles, while aligning with the Plan métropolitain d’aménagement et de développement (PMAD), the metropolitan land use and development plan and enhancing the value of the existing industrial heritage. 

As part of this mandate, we carried out a comprehensive analysis of existing conditions across multiple scales, including the historical evolution of the area, urban morphology, landscape characteristics, mobility patterns, regulatory frameworks, and the socio-economic profile. This multi-scale assessment made it possible to identify constraints, redevelopment opportunities, and key levers for intervention to transform an isolated sector into a complete, accessible, and attractive living environment. 

Building on this analysis, the project team developed a clear and compelling planning vision, translated into strategic directions and guiding principles. Three exploratory development scenarios were created and illustrated through sketches and 2D and 3D representations to test different assumptions regarding densification, public realm structuring, functional mix, and mobility organization. These scenarios were compared and evaluated, leading to the selection of an optimal concept that was further refined into a detailed plan. 

In parallel, the team co-led a structured public engagement process, including co-creation workshops, meetings with institutional, economic, and community stakeholders, and a public survey. This participatory approach informed the development of the vision and planning proposals, providing social acceptability and strong alignment with local realities. 

The mandate concluded with the development of an action plan and regulatory recommendations, including a preliminary cost estimate and a phased implementation strategy. The deliverables collectively form a strategic and operational framework intended to guide future real estate and public realm projects within the LaSalle station TOD area.
