Professor Ming Teh Wang has extensive experience in the civil engineering industry, government and academia. He established the Taiwanese Institute of Built Environment Lifecycle Management (BLM), integrating the latest management concepts and technology utilization, to enhance the competitiveness and productivity of Taiwan’s construction industry. He currently serves as the Chairman of the BLM, the founder of Taiwan BIM Technology Co. Ltd., and an Associate Professor in the Department of Civil Engineering at National Taiwan University.

He previously served as Deputy Mayor of Taoyuan City Government, Chairman of Taoyuan International Airport Corporation, Vice President and Dean of the School of Architecture and Planning at Chung Hwa University, Chairman of the Taiwan BIM Technology Co. Ltd., Chairman of the Taiwan Construction Research Institute, President of Century Development Corporation, Deputy County Minister of Taoyuan County Government, and Director of the Public Works Bureau of Taoyuan County Government.

Chien-Yuan Lin is the Honorary Chairman of the Foundation for Urban Development and Environmental Education. He also serves as Chairman of the Taiwan Smart City Association and is an Honorary Professor at the School of Construction, Fengchia University.

He was Dean of College of Environmental Design at Chinese Culture University and was a professor at the of Graduate Institute of Building and Planning at National Taiwan University. He also served as Deputy Mayor and Commissioner of Finance of the Taipei City Government, President of Taiwan Institute of Urban Planning, and President of the Chinese Institute of Land Economics.

Dr. Kuen-Yu Tsai obtained his bachelor’s and master’s degrees in Mechanical Engineering from National Taiwan University and his Ph.D. in Aeronautics and Astronautics from Stanford University, with a minor in Electrical Engineering. He and his colleagues co-founded the Radiation Application and Hardness Technology Research Center at National Taiwan University, where he serves as the Executive Director.

Dr. Tsai has recently been involved in aerospace research. His work includes the conceptual design of wing-body integrated vertical takeoff and landing (VTOL) vehicles, the design of high-performance controllers, drone defense technologies, civilian drone applications and technology development strategies, as well as aerospace-grade radiation-hardened semiconductor technologies.

Dr. Ming-Whei Feng has several years of professional experience in digital carbon flow management, smart grids and energy ICT, smart buildings, and artificial intelligence and digital signal processing. She currently serves as the Vice President of InSynerger Technology.

Prior to this, Dr. Feng was the convener of the National Energy Program’s Smart Grid, Director General of the Smart Systems Institute, Smart Network Communications Systems Institute, and Networks and Multimedia Institute at the Institute for Information Industry. She also worked at US Robotics, GTE Labs, and Southwestern Bell Technology Resources, where she engaged in the development of advanced ICT products.

Under her leadership, her team won more than 20 national and international awards, including a US Edison Award, six US R&D100 Awards, three Asia Pacific ICT Awards (APCITA), and four WITSA Global Awards.

Thomson Lai is the Regional Digital Lead for Asia at AECOM, spearheading digital transformation initiatives across the region. With over 25 years of expertise in geospatial technologies, BIM, IoT, and digital engineering, he has played a pivotal role in advancing infrastructure innovation. Thomson has led groundbreaking projects such as the Integrated Digital Platform for Capital Works Programme and the establishment of the HKSAR Governmental BIM Data Repository. A chartered surveyor and certified BIM Manager, he is a recognized thought leader driving the adoption of digital twin technologies to future-proof urban environments.

Renzo Chen has over 17 years of experience in airport master planning and various transportation facility planning and assessment. His extensive experience includes airport development positioning and strategy, traffic forecasting, demand assessment, airport airside planning, terminal facility planning, runway planning, cargo and free trade zone planning, airport support facility assessment, air traffic control systems, and sustainable aviation fuel.

He is a registered Professional Engineer (P.E.) in the U.S. and has worked on projects across Asia, the U.S., Africa and the Middle East. He also holds a PMP certification and is a LEED Green Associate.

Argoon Chuang currently serves AECOM’s Digital Consulting Lead for the Asia Region, based in the Singapore office. With a background in civil engineering, Argoon has over 20 years of experience in the field of digital engineering, specializing in BIM, GIS and software development. Argoon has worked on several large-scale infrastructure and building projects across Asia, formulating information management strategies and leading cross-collaboration among multi-disciplinary teams.

Argoon leads the Digital team in driving the application and implementation of new technologies to enhance productivity and bring value-added solutions to AECOM’s clients.

Huifen Chang holds a master’s degree in architecture and urban design from Cornell University and is a registered architect in Taiwan. She began her research on Asian urban spaces during her graduate studies in the U.S.

Her many years of professional experience involves various planning and design works across China and Asia, with a focus on design integration. As an urban designer, she has participated in projects covering regional land planning, new town development, tourism area planning, recreational theme park planning, central business district planning and urban design, urban design guidelines formulation, characteristic towns, old city renovation, urban squares, and street landscapes, possessing comprehensive planning and execution experience.
