AECOM recently delivered the Business Case for the first purpose built Alternative Quarantine Accommodation in Australia with the Victorian Department of Premier and Cabinet. The new purpose-built quarantine accommodation hub will guard against the potential long-term threat of COVID-19 and its changing variants from overseas arrivals. The business case was based on a staged delivery of a total of 3000 beds, with the first stage delivering 500 beds as well as supporting facilities. On site facilities include full catering, laundry, security and administration.
The design approach considered resident well-being through high levels of design amenity and a considered approach to landscaping. The Victorian concept has been further developed from AECOM’s work on the only current Australian stand-alone quarantine facility, Howard Springs, albeit with a design specific and detailed Infection Prevention and Control (IPC) overlay.
This urgent project was driven by the challenges involved in the hotel quarantine program and associated IPC constraints. AECOM undertook site selection and planning activities, delivered all technical and design services to develop a masterplan design, provided cost management advice, and assisted with programming and procurement options. AECOM also worked with the operators of the COVID-19 Quarantine Victoria program and Department of Health to provide operational and functional overlays into the design and ensure an improved IPC environment.
Consideration of specialist ventilation systems was required to minimise the risk of spread of infections to residents or staff through these systems. The business case was completed in an accelerated 6-week timeframe.
The current preferred location is Donnybrook Road, Mickleham, which is adjacent to the existing Animal Post-Entry Quarantine facility that AECOM worked to deliver with the Commonwealth government. Other sites are still however under consideration.
AECOM is now currently involved in further detailed development of design and infrastructure to meet the ambitious program required to meet the evolving demand for quarantine for the State of Victoria.
The Quarantine Facilities are of national significance, and a rapid deployment and operation will provide relief and resilience to our communities. Rapid delivery of facilities of this nature is only possible through organisations that have the right experience and collaborative intent.
