LXRP is delivering a once-in-a-generation transformation of the metropolitan region by removing 75 level crossings and building new stations. We entered a Joint Venture (JV) with GHD to provide Technical Advisory support for the project.
Formerly referred to as the “Level Crossing Removal Authority”, LXRP was first announced by the Victorian Government in 2015. Later that year, GHD developed management processes for the project as its Interim Technical Advisor (ITA). By 2016, a JV between AECOM and GHD was appointed as Technical Advisor (TA).
As TA, we have been providing technical support and guidance for the planning, design and construction in the removal of 75 dangerous and congested
level crossings across Melbourne. More specifically, the TA role involves delivery and project management support, technical advice relating to design optioneering, design development to reference design, data collection, options assessment, engineering design, value engineering, cost estimating, planning and environmental approvals, business case development, precinct development and public and stakeholder consultation support.
Our JV has successfully brought together specialised knowledge across services, markets, and geographies. Our team of over 400 technical professionals combines continuity and commitment to deliver a streamlined, tailored and fully integrated approach. Working on this together has brought us an in-depth understanding of the challenges and intricacies among each discipline involved; the project sites; and the broader project.
We have been involved in all stages of each work within the program across multiple disciplines including project management, design, cost estimating, statutory planning, and stakeholder engagement, as well as project controls, which entailed:
- schedule, cost and risk management services to the TA team, aligning these aligned at the work order level to manage the actual cost against the planned estimated cost
- schedules for each of the level crossing project
- detailed program work breakdown structures to represent the scope of works and inter-relationships between various disciplines
- project controls services for contractors within the alliances
- numerous automated dashboards, allowing discipline leads and the client to readily access accurate up to date cost and schedule information.
