Santa Barbara County’s Public Works Department, Resource Recovery and Waste Management Division (RRWMD) faced dwindling capacity in the county’s landfill and recognized that quite a bit of the materials being disposed of in the landfill could be recycled or composted, which could extend the life of the landfill by another ten years. The county sought vendors and selected Mustang Renewable Ventures to help them to implement a long-term waste management plan that would increase recycling and composting, reduce greenhouse gases, and produce green energy from biogas.
AECOM was contracted to assist the county with this Project. Our team provided technical studies in preparation for the EIR, including innovative work in defining odor significance thresholds under CEQA, identifying health risks and demonstrating the project’s greenhouse gas implications. Following the issuance of the Environmental Impact Report, AECOM was contracted by Mustang Renewable Ventures to support air permitting for the new Materials Recovery Facility (MRF), Anaerobic Digestion, Composting and Biogas Energy Facility.
When the project is complete, the state-of-the art facility will extend the life of the landfill, increase recycling in the community and reduce greenhouse gas emissions. This innovative project is on the cutting edge of resource recovery technology and it is anticipated that this approach will likely be replicated at many more locations.
