Florida’s Turnpike Enterprise (FTE) operates one of the nation’s most extensive and complex toll road networks. For decades, we have served as a strategic partner, providing independent traffic engineering, investment-grade traffic and revenue forecasting, financial analysis, and 24×7 operations support. Our multidisciplinary team delivers timely, data-driven insights and solutions that help FTE plan, fund, operate, and enhance the Turnpike System. From preparing annual traffic and revenue forecasts and supporting bond compliance to developing digital tools and managing the Traffic Management Center, our work underpins the Turnpike’s strong financial performance, operational reliability, and customer satisfaction, ensuring the system meets the evolving needs of Florida’s residents and visitors.

Independent traffic engineering and financial stewardship

FTE depends on toll revenues to fund capital improvements, meet bond obligations, and sustain one of the largest toll systems in the United States. Accurate, trusted forecasts are essential not only for internal planning, but also for maintaining confidence with rating agencies, investors, and public leadership. The challenge is compounded by shifting travel behavior, toll relief programs, new transportation options, and evolving pricing policies, all of which can affect demand and revenue performance across multiple facilities.

As FTE’s Independent Traffic Engineer, we provide investment‑grade traffic and revenue forecasts that form the foundation of financial planning and bond compliance. Our role extends beyond annual forecasting. We monitor system performance through monthly and quarterly reporting, prepare the System Traffic Engineer’s Annual Report, and support bond programs by reviewing official statements and certifying revenue sufficiency when required. We also help shape toll policy, working alongside legal and finance teams to evaluate pricing strategies and assess their operational and financial implications.

The result is a stable, transparent framework for decision‑making. Over the past five years, our forecasts have closely tracked actual revenues, reinforcing confidence among leadership and financial markets. This consistency enables FTE to plan responsibly, adapt policy with clarity, and invest in the system with long‑term financial resilience.

Innovative engineering, digital tools and operations

Running a statewide toll network requires more than long‑range planning. We also modernized the Turnpike State Model using advanced data integration and AI‑enabled tools, reducing modeling time and cost while improving consistency across planning and forecasting activities. In parallel, our teams staff and operate the Traffic Management Center with 24×7 coverage, coordinating incident response, traveler information, and system monitoring across hundreds of miles of roadway.

Suncoast Parkway 2 opened in 2022 with traffic volumes performing above forecast in the initial weeks, demonstrating both strong demand and the reliability of the underlying forecasting methodology.
