As a program manager, I enjoy working across multiple teams to bring the capabilities most needed for our client. My background includes civil design projects as a registered professional engineer in Arkansas and my emphasis remains on water resources and flood hazard and risk projects. Over my 26-year career, I’ve coordinated with officials and leaders in a variety of communities to bring awareness of flood hazard and flood risk, working closely with them on how data can best help them successfully manage floodplains.

I partner with federal, state and local leaders to improve organizational effectiveness and deliver outcomes that support communities before, during and after disasters. I am driven by a deep commitment to public service and am passionate about strengthening community resilience in the face of increasingly complex risks. With decades of experience in disaster resilience, public sector consulting and strategic growth, I have led high‑impact teams that deliver mission‑focused, innovative solutions.

I lead AECOM’s flood risk and resilience practice with 30 years of experience in hydrology, hydraulics, coastal storm surge, wave modeling and map production. I previously served as a senior technical advisor for flood risk management at the U.S. Army Corps of Engineers Institute for Water Resources, working in the areas of the National Flood Risk Management Program, dam and levee safety, coastal flood risk management efforts and floodplain management services.

Having spent 24 years at AECOM, I’m an engineer by background and am passionate about helping individuals and communities learn how to use flood hazard and risk data to increase their awareness of, and resilience to, flooding.  My entire career is centered on flood analysis, mapping and communication in support of programs aimed at reducing the nation’s flood risk.

I lead large‑scale disaster recovery and mitigation programs that help communities strengthen resilience, advance equity and accelerate housing recovery. Over the past decade, I’ve managed more than $5 billion across CDBG‑DR/MIT, FEMA PA and IA, FHWA, and HMGP programs, supporting over 30,000 households nationwide. My focus is building audit‑ready, data‑driven systems that translate complex federal requirements into clear, coordinated action at scale.

With 25 years of experience as a civil engineer — with 22 of those years at AECOM — my work focuses on FEMA flood studies ranging in size and complexity across several regions. As a member of Compass’ Technical Excellence Program, I serve as a subject matter expert for 2D Base Level Engineering and 2D Floodway modeling. I represented Compass in collaboration with other PTS providers to beta test 1D and 2D unsteady floodway encroachment modules in HEC‑RAS for FEMA and provided detailed feedback to the HEC. I also supported a Future Floodway Prototyping innovation project for FEMA that evaluates new approaches to revise regulatory floodways.

I support climate resilience, flood risk reduction and hazard mitigation planning efforts across North Carolina. My work focuses on helping communities better understand natural hazard risk and identify practical, data-informed strategies to build long-term resilience. Since joining AECOM in 2024, I’ve contributed to a range of resilience and mitigation projects, including support for the NC Flood Resiliency Blueprint Tool and local hazard mitigation planning efforts. My work bridges technical analysis, planning and community-focused decision support, with an emphasis on making complex environmental and hazard information more accessible and actionable for local governments.

Solving complex flood risk challenges has been the focus of my work as a Water Resources Engineer for more than a decade. I support FEMA floodplain mapping, bridge scour evaluation, channel and river system design, dam breach scenarios, sediment dynamics and post wildfire flood hazards using 1D, 2D and 3D modeling. I’ve helped advance innovative approaches such as large scale 2D Base Level Engineering, 2D Floodways and Probabilistic Flood Risk Assessment. This work integrates geomorphic analysis with stream bank stabilization and scour countermeasure design. By combining technical rigor with forward looking methodologies, I deliver resilient, practical solutions that improve safety and long term system performance.

My work focuses on applying geospatial analysis to support resilient, environmentally responsible planning for water resources and transportation programs. I bring more than 22 years of experience across ecology, environmental analysis, regulatory documentation and advanced spatial mapping, with a focus on aligning spatial data with environmental compliance and project development needs. Certified in North Carolina Stream and Wetland Assessment Methods, I’ve spent two decades completing delineations and functional assessments of aquatic systems. Since 2017, I have served as Discipline Lead for the environmental mapping team supporting NCDOT’s Project ATLAS, guiding elevation‑derived hydrography and tidal zone mapping that inform smarter, more resilient infrastructure decisions.

I have over 38 years of experience delivering innovative, large-scale solutions in flood hazard risk, resilience and infrastructure finance. Prior to AECOM, I held senior leadership roles in North Carolina state government, including Assistant State Emergency Management Director for Risk Management, where I founded the North Carolina Floodplain Mapping Program Risk Management Office and the Flood Inundation Mapping and Alert Network (FIMAN). I led the statewide acquisition and development of new technologies such as LiDAR to drive real-time emergency operations, recovery decisions and multi-billion-dollar federal disaster funding requests. I successfully secured more than $300 million in federal and state funding and established a perpetual state revenue source to sustain these programs.

I launched my career in 1981 reviewing flood insurance studies and quickly rose to lead them, partnering with federal, state and local governments to shape how communities understand and manage risk. From early on, I pushed the boundaries of what was possible — helping pioneer one of the first fully digital flood map studies for FEMA and driving innovation across floodplain management. At my core, I’m driven by the impact of this work — helping communities become more resilient while advancing a field that truly matters. ASFPM has been central to that journey since I attended my first conference in 1990, and 36 years later, I’m excited to be here in Milwaukee, still learning, contributing and connecting with this incredible community.

Based in Washington, D.C., I have over 20 years of experience working in the civil engineering industry with a focus on water resources. I’m an expert in floodplain and stormwater management, watershed planning, and hydrologic, hydraulic, and coastal modeling. Currently, I serve as the Headquarters Director for the Compass Risk MAP Production and Technical Services JV, where AECOM is the managing member.

My primary responsibilities are to manage floodplain mapping and flood mitigation projects and provide technical assistance to clients and staff related to the National Flood Insurance Program, floodplain management and flood mitigation. I have over 37 years of engineering experience, with 26 years in the floodplain management and flood mitigation arena. I’m also an Association of State Floodplain Managers (ASFPM) Certified Floodplain Manager and current ASFPM Region 4 Director, Executive Director of the South Carolina Association for Hazard Mitigation, and a member of the North Carolina Association of Floodplain Managers and the Tennessee Association of Floodplain Management.

Flood modeling and mapping are central to my role as a water resources engineer. I hold a master’s degree in civil and environmental engineering and specialize in 2D hydraulic modeling. My work includes developing 2D Base Level Engineering studies for state and local governments and supporting 2D Floodway modeling on FEMA projects. I have experience converting 1D studies to 2D models for NCEM projects and supporting flood studies associated with the Texas Water Development Board and FEMA Region 6. I use tools such as HEC RAS, GIS and standard hydrologic and hydraulic methods to build 1D and 2D flood models and evaluate floodway behavior.

I am dedicated to partnering with state and local governments to develop, manage, and deliver hazard mitigation and climate adaptation programs. In my previous position as FEMA’s Assistant Administrator for Hazard Mitigation, I oversaw a $35-billion mitigation grant portfolio and the floodplain management program. With my roots in state and local emergency management, I advocate for state leadership using technology, tools, organizational design and finance strategies that support resilience and recovery.

I have 20 years of experience in hydrologic and hydraulic modeling for FEMA floodplain studies and am a Certified Floodplain Manager and Professional Engineer. My recent projects include SCDNR’s Flood IMPACT forecasting web tool and 2D hurricane modeling.

I support state-led floodplain mapping and hazard mitigation programs and have nearly 25 years of experience in program, project and client account management and focus on GIS and data analysis, environmental planning, and natural hazards analysis and mitigation. My focus is on exploring practical pathways for advancing integrated floodplain management that are compatible with federal programs and work toward more nimble and efficient local delivery. One of my most notable experiences is helping the State of Utah deliver and evolve its floodplain management program in close coordination with state, local and federal partners. I support cross-state collaboration within FEMA Regions 6, 8 and 10, exchanging lessons on program delivery, mapping strategy and emerging approaches for strengthening state capacity over time.

As Floodplain Management Technical Leader, I specialize in floodplain management, flood hazard mapping and resilience planning with a focus on innovative collaborations. Since joining AECOM in 2024, I’ve supported Risk MAP efforts in Tennessee and Florida, CAP-SSSE planning in Puerto Rico and flood resilience efforts in Texas. Prior to AECOM, I was the Cooperating Technical Partners (CTP) program manager and Director of the Kentucky Division of Water. I am a founder of the Kentucky Association of Mitigation Managers (KAMM), a state chapter of ASFPM, and served on the Technical Mapping Advisory Council, the National Dam Safety Review Board and as chair of the Association of State Floodplain Managers (ASFPM).

Flood modeling and mapping form the core of my work as a water resources engineer. I specialize in 2D hydraulic modeling for flood risk analysis, and my experience includes developing 2D Base Level Engineering studies for state and local governments, supporting FEMA floodway modeling and converting legacy 1D studies to 2D models for NCEM projects. I regularly contribute to flood studies for Texas Water Development Board and FEMA Region 6. Using tools such as HEC RAS and GIS, I build integrated 1D/2D models to evaluate flood behavior and support informed planning and mitigation decisions.

Helping communities strengthen resilience to natural hazards has been a central focus of my work in emergency management and hazard mitigation. I have supported local, state and federal partners across mitigation planning, floodplain management, grants management, risk communication, community outreach and disaster recovery operations. My background in the public and private sectors provides a practical understanding of how floodplain management connects to mitigation planning, development review and post disaster recovery. I have contributed to specialized mitigation planning efforts, reviews in North Carolina, FEMA Risk MAP engagement programs and field deployments following major disasters. I focus on turning technical information, policy requirements and community needs into clear, actionable strategies.

I’ve spent much of my career working directly with communities and project teams to navigate floodplain permitting and technical analysis for projects in regulatory floodways. As the former Regional Engineer for FEMA Region 10, I consulted with floodplain officials and project proponents across the Pacific Northwest on appropriate analytical approaches. In my current role as a Senior Water Resources Project Manager with AECOM, support the development of credible flood risk data and help communities plan, design and implement flood risk reduction and floodplain restoration projects. I bring 20 years of engineering and program management experience across multiple levels of government, with a commitment to helping communities address water resource challenges in thoughtful, sustainable ways.

Working at the intersection of data and flood risk planning, I bring 28 years in the mapping and geospatial space. I serve as the Geospatial Technical Lead for the East region at AECOM as part of a national team supporting floodplain studies and risk assessments for local, state and federal clients. My background includes managing high density LiDAR collection, floodplain analysis, hazard risk evaluations, tool development and public outreach on technology applications. As a North Carolina Professional Land Surveyor, GISP and Certified Floodplain Manager, I connect precise data, practical planning tools and flood risk information to support resilient community decision making.

Based in our Raleigh, NC office, I joined the AECOM Flood Risk Solutions team in the spring of 2023. My work centers on climate adaptation and resilience with a focus on water, particularly flood hazards and risks. I assist the NC Department of Environmental Quality with the NC Flood Resiliency Blueprint and Decision-Support Tool, and the NC Emergency Management Division in updating Regional Hazard Mitigation Plans. I’ve also contributed to several published research efforts and previously assisted the NC Office of Recovery and Resilience with the development of the NC Resilient Communities Planning Guide and Resilient Communities Program.

Advancing flood resilience through policy, planning and collaboration has defined my work for more than 20 years at the federal, state and local levels. My background includes water resources engineering, floodplain management and leadership of large, complex programs and projects. I have supported integrated planning efforts that bring together public agencies, private stakeholders and multiple levels of government. I am recognized as a subject matter resource in flood resilience policy and practice across national and international settings. I also serve as Co Chair of the ASFPM AI Subcommittee and hold the Artificial Intelligence Governance Professional certification, reflecting my focus on responsible and transparent use of emerging technologies.

I focus on helping communities better understand and manage flood risk. Over the past decade, I’ve worked with agencies at all levels, leading complex flood mitigation and stormwater initiatives that protect people, infrastructure and future growth. My passion is using advanced modeling and forward-thinking strategies to help communities prepare for what’s ahead — not just respond to what’s already happened. I’ve helped push the industry forward by turning complex data into clear, actionable solutions that strengthen long-term community resilience.

I have over 21 years of experience in water resources engineering, including 15 years dedicated to floodplain management, hazard mitigation and regulatory compliance. At AECOM, I lead initiatives under FEMA’s Risk MAP and CTP programs, managing 2D base level engineering, enhanced Zone AE studies, and flood risk products development. I’ve directed technical teams, facilitated stakeholder engagement and authored guidance to support resilient community planning in Iowa, Kansas, Nebraska and Massachusetts. Prior to joining AECOM, I served as Chief of the Floodplain Management Section at the Nebraska Department of Natural Resources, where I coordinated a comprehensive statewide program encompassing technical assistance, flood risk identification, flood insurance coordination and mitigation planning.

Delivering complex water resources projects has been a key part of my role as a project manager and professional engineer for more than 17 years. I specialize in hydraulics and hydrology modeling, stormwater management, and floodplain analysis and mapping. My work includes leading high impact FEMA projects, overseeing LOMR reviews and managing technical teams on challenging H&H efforts.

Organizing integrated approaches to complex planning challenges, my work brings together urban planning with environmental and climate science. I lead Flood Risk Solutions, a team focused on developing science-based flood data and modeling. Our work supports federal, state and local partners in identifying and reducing flood risk while strengthening resilience to natural hazards.

I’m a Water Resources Engineer, Project Manager, and licensed Professional Engineer with a wide range of experience in civil engineering design, hydrologic and hydraulic modeling, flood hazard analysis, and resiliency planning. I particularly enjoy working on multidisciplinary projects with other engineers, scientists, planners and communication specialists. I hold a B.S. and M.S. in Civil Engineering from George Mason University and am currently pursuing a Ph.D.
