AECOM leverages its experience from past local projects and teams up with robust experts. Together, we conduct in-depth research and analysis on environmental subjects such as migratory bird collision, cetacean acoustics, underwater noises, marine ecology and topographic changes to provide better services to our clients, which include large multinational wind power developers, and do our part for Taiwan’s green energy development.

Taiwan’s energy transition program aims to “promote green energy, increase natural gas, reduce coal-fired energy and achieve nuclear-free energy ” to ensure a stable power supply and reduce air pollution and carbon emissions. To promote the development of renewable energy, the Ministry of Economic Affairs (MOEA) has set a target of 20 percent renewable energy generation by 2025. The goal for photovoltaic (PV) installation has been set at 20 gigawatts by 2025, while offshore wind power is expected to exceed 5.7 gigawatts. The Changhua Offshore Wind Power Project is part of the energy transition program. Taipower Company is committed to developing related infrastructure to support this green energy policy. Since 2019, it has invested more than NT$2 billion to build the Changyi Switching Station, the country’s first switching station specifically constructed for offshore wind power grid connection.

Integrating into the national power grid

This milestone project can assist offshore wind power operators in the northern corridor of Changhua to integrate the generated power into the national power grid. It is expected to provide approximately 1.5 gigawatts of grid-connected capacity (1.5 million kilowatts) beginning in 2023, and another 1 gigawatt of power in 2024. Together with the Chang-Gong Transformer Station and Yongxing Switching Station, which will become operational in 2025, the project is expected to provide about 6.5 gigawatts of power to the national grid, making up to 15 percent of the total power supply.

Guarding sustainability with professionalism

The Chang-Gong Transformer Station is vital in meeting Taiwan’s sustainability goal. AECOM is assisting Taipower Company in environmental monitoring according to the environmental impact assessment plan. Leveraging on our knowledge of the various environmental factors and key monitoring points on site, as well as our extensive experience in the environmental field and our role in the environmental impact assessment for the transformer station, we are assisting our client in effectively identifying factors that may negatively impact the environment during the development process. We are also keeping a close tab on environmental changes and examining the causes of abnormalities to minimize the impact of the development on the environment.
