Welcome and Introduction

Paul F. Storella, P.E.
Senior Vice President & Water Lead, New York Metro, AECOM
Paul leads strategy, growth, and operations for the New York Metro Water group, which provides planning, design, and construction/program management services for large-scale water and wastewater infrastructure projects throughout New York and New Jersey. In this capacity, he also provides executive oversight of key clients, including the New York City Department of Environmental Protection. Under Paul’s leadership, the Water group has expanded its portfolio to include flood hazard risk reduction and is currently working on many of the major coastal resiliency projects in the region. It is also focused on wastewater resource recovery and renewable energy, facility consolidation, water and CSO tunnels, and stormwater management. In his more than 30-year career, Paul has worked on many significant water and wastewater projects, including the Deer Island Sewage Treatment Plant, the centerpiece of the Massachusetts Water Resource Authority’s program to protect Boston Harbor; the F. Wayne Hill Water Resources Center in Atlanta, a tertiary treatment facility; and the US Agency for International Development’s expansion of the wastewater collection system in Alexandria, Egypt.
Keynote

Brad Lander
Comptroller, New York City
As Chief Financial Officer, Brad leads an office of roughly 800 public servants to promote the financial health, integrity, and effectiveness of New York City government. He also serves as investment advisor and custodian of the City’s public pension funds for the more than 750,000 public-sector workers. Under his leadership, three of the funds have adopted a detailed plan to reach net zero emissions by 2040, among the most aggressive in the nation. Brad has also strengthened efforts to combat the climate crisis, create and preserve affordable housing, and protect workers. His Public Solar NYC plan includes an innovative “public option” to scale up rooftop solar and create good green jobs. Brad is also focused on improving public infrastructure, and as of July 2023, had managed the issuance of $7.8 billion in municipal bonds for schools, parks, transportation, water and sewer, and climate resiliency projects. Prior to being elected Comptroller in 2021, Brad spent 12 years in the City Council. He served previously as the director of the Fifth Avenue Committee and the Pratt Center for Community Development.
