AECOM announced today that Rear Admiral Mark Handley, P.E., Civil Engineer Corps, United States Navy (retired), has joined the company as a vice president leading U.S. federal energy programs. He will be based in AECOM’s Norfolk, Va., office.

Handley commanded the First Naval Construction Division (Seabees) prior to his retirement.  He previously served as Vice Commander, Navy Installations Command, and Director of Shore Readiness for Deputy Chief of Naval Operations (Logistics) in Washington, D.C.; Commanding Officer, Naval Facilities Engineering Command Mid-Atlantic; and in numerous engineering and leadership positions throughout his naval career.

Handley brings extensive experience directing complex design and construction programs.  Most relevant to his current role, he led development of the Navy Shore Energy Strategy while Director of Shore Readiness, setting aggressive goals to drastically decrease consumption, increase energy efficiency, and implement alternative-energy solutions at installations worldwide.

“Mark will be a great asset to our team,” said Jane Penny, AECOM executive vice president and general manager, government technical services. “We are thrilled that Mark decided to join us at AECOM.  His leadership skills and knowledge of our clients’ business needs balanced with their mission requirements will significantly help us further penetrate this important market and advance our federal energy program.”

Handley has a bachelor’s degree in mechanical engineering from Villanova University, and a masters of engineering (construction) degree from Stanford University.  He attended the University of Michigan’s Executive Management Program and the Babson College Executive Program on Leading Innovation.  He is a registered professional engineer in the state of Washington and an active member of the Society of American Military Engineers.
