Building capacity for a growing city 

Peel Region (Peel) is facing unprecedented growth, with Brampton alone expected to accommodate more than 113,000 new homes over the next decade. To meet this demand, water and wastewater systems must be delivered far faster than traditional approaches allow. Through the Flow | Central Brampton Program, we’re working with Peel to coordinate more than 30 projects across the city within a single, integrated program. Our program management and delivery partner approach bring consistency and connectivity to infrastructure delivery at an unprecedented scale.

Managing complexity across multiple fronts 

Delivering this volume of infrastructure simultaneously introduces significant complexity. Projects span multiple wards and include the replacement of aging water and sewer infrastructure and the installation of new systems to increase capacity. Many progress at different stages, from environmental assessments to detailed design and active construction, necessitating careful sequencing and coordination. At the same time, the work must maintain reliable service for residents, businesses and emergency services while limiting disruption across communities already experiencing significant construction activity.

A program-led model for faster delivery 

To address this challenge, we implemented a centralized, program-led delivery model that integrates planning, approvals, design and construction across the full portfolio. This approach enables projects to advance in parallel rather than sequentially, aligning schedules, resources and dependencies across multiple locations. A key enabler is the use of a program management information system (PMIS), which brings together schedules, budgets, risks and performance data into a single environment. Standardized processes across 19 program functions and a dedicated team of more than 50 professionals support coordinated decision making and strengthen program-wide safety and controls.

Coordinating impact at community scale 

What differentiates this program is its ability to manage infrastructure delivery holistically across entire corridors and communities, as opposed to being siloed within individual projects. Construction is coordinated amongst all parties to reduce repeat disruption, with related works sequenced together wherever possible. Engagement is embedded throughout delivery, supported by digital platforms like the Flow website and social media channels, which keep residents informed as projects progress. Close collaboration with the City of Brampton and other stakeholders aligns infrastructure delivery with broader urban initiatives, balancing growth needs with community impact.

Scaling delivery for long-term growth 

Within its first year, the Program established the governance, systems and team needed to scale delivery, mobilizing dozens of resources and advancing a broad portfolio of projects simultaneously. This approach is enabling infrastructure delivery at a speed greater than the historical pace while improving coordination, predictability and transparency. As construction activity expands across Brampton, the Program is building long-term delivery capacity, to support sustainable growth and ensure critical infrastructure is ready to serve current and future communities with safe, reliable water and wastewater services.
