The $3.6 billion Central Texas Turnpike System (CTTS) was built to support the rapidly growing Austin area. As the operations contractor supporting the Texas Department of Transportation, AECOM was responsible for the startup and mobilization of this 83-mile toll system. The new toll system opened in mid-December 2006 and continues to expand. Lanes are multi-lane free-flow with automated solutions for image capture and payment.
Upon contract award, the 23,000 square-foot Customer Service Center (CSC) and project administration facility was still under construction. To keep the project mobilization on schedule, AECOM acquired and furnished a 12,000 square-foot facility to temporarily house the CSC and VPC until the permanent facility was completed. We also assisted the client with the build-out of the new facility to include selection and procurement of office furnishings and equipment. Following the successful startup, AECOM stepped into the role of full-scale operator for the entire toll collection program.
With over 1.2 million transponders in use, CTTS serves more than 830,000 active customer accounts. We have handled 4.8 million calls, processed 496 million transactions, reviewed 176 million images, responded to 36,500 highway incidents, and completed 41,000 maintenance requests. AECOM also provided manual cash toll collection services until January 2013 when the system was converted to a totally cashless system. In the first five and a half years of operation, the project received three International Bridge, Tunnel and Turnpike Association (IBTTA) Toll Excellence Awards. These awards recognized innovative programs designed and managed by AECOM and include:
- Marketing and Tag Distribution Program that achieved 75% penetration 1 month after the official opening of the toll road.
- In-Lane Tag Sales Program, one of the first designed and implemented in the United States, that achieved 20% of overall tag sales in the lanes.
- Fleet Program that provides a convenient, pre-paid solution for customers with large vehicle inventories and frequent vehicle turnover.
