For nearly two decades, AECOM has supported FDOT District Six with integrated Transportation Systems Management and Operations (TSM&O) services that strengthen real-time mobility across Miami-Dade and Monroe counties.
Keeping South Florida moving
On South Florida’s busy roadways, mobility depends on people, systems and data working around the clock to keep traffic moving safely and reliably. This region is shaped by commuters, tourism, freight movement, severe weather, and limited routes to and through the Florida Keys, so small disruptions can quickly become major challenges.
The Florida Department of Transportation’s (FDOT) District Six manages this complex travel environment, including major freeways, express lanes, arterial corridors, construction activity and critical connections across Miami-Dade and Monroe counties. Through the SunGuide Transportation Management Center (TMC), District Six’s TSM&O program coordinates the real-time operations, incident response, traveler information and technology systems that keep the region moving.
We have supported this program since 2007, providing the integrated operations needed to manage daily mobility, respond to disruptions and prepare for a more connected transportation future.
A full-service TSM&O partnership
What began as traffic operations support has grown into a broad TSM&O partnership that reflects the increasing complexity of modern transportation management. Managing that complexity requires close coordination across real-time operations, field response, technology systems and public information.
Our role spans 24/7 TMC staffing, active arterial management, IT and network services, software development, incident management program oversight, public information, performance reporting, training and administrative support. That breadth makes the partnership distinctive — connecting daily operations with the technical, field and communications support needed to manage a complex multimodal network.
We also assist with key incident management functions, including staffing seven full-time Incident Response Vehicle operator positions in the field and coordinating with Road Ranger, Rapid Incident Scene Clearance and Traffic Incident Management teams across the region.
For example, when a lane-blocking incident occurs, TMC operators verify the event, coordinate with field responders, update traveler information, monitor traffic conditions and communicate with partner agencies while crews work to clear the scene.
Our integrated approach connects the control room, field responders, partner agencies and public information channels during both routine operations and major events.
Innovation built into daily operations
As District Six’s needs evolved, the program expanded beyond traditional TMC staffing. New operational demands required tools that support operator workflows, from managing express lane events and tracking performance requirements to delivering consistent action across shifts.
In response, we developed the Operations Task Manager (OTM) — a tool that helps operators manage tasks more efficiently and maintain performance across this complex environment. The OTM initially supported functions to increase operator efficiency and has grown into 13 modules that support multiple operational needs.
For example, its ITS Maintenance Module helps track device failures, coordinate resolution, monitor contractor performance and schedule preventive maintenance. Another module, now known as Statewide Express Lanes Software, has supported express lane operations statewide since 2016.
District Six also coordinates with Hard Rock Stadium and other partners during special programming, sharing traffic information and camera feeds to enhance operations during high-volume events such as the Miami Grand Prix, NFL games and the FIFA World Cup. Our team supported the month-long FIFA Fan Fest in downtown Miami, where daily events added another layer of regional traffic coordination.
Turning operations into public value
For travelers, the value of TSM&O appears in what does not happen: a delay that does not grow longer, a crash scene that clears faster, a route decision made with better information or a major-event trip that feels more predictable than it otherwise would.
In FY 2025-2026, the District Six TSM&O program reported a 31.5-minute average roadway clearance time — a 37 percent reduction from the 50-minute baseline. Their TMC operators managed 51,400 total events and 23,900 lane-blocking events, highlighting the operation’s scale. The program also displayed more than 870,000 messages on District Six dynamic message signs and published more than 67,400 traffic event updates to FL511.
Those outcomes reflect a TSM&O program working continuously to reduce disruption. Our support strengthens long-term system reliability, from IT network maintenance and protection of fiber optic infrastructure to staff training, reporting and traffic signal operations. Our work also enables future-focused pilots using AI and connected vehicle technology — including wrong-way vehicle detection systems across Miami-Dade County.
Together, these efforts turn real-time operations into safer, more reliable mobility across South Florida.
