The project was a Design-Build delivery in which AECOM Hunt was responsible for completing the design from the design criteria bridging documents provided by the Owner’s Design Criteria Developer.
The project consists of a 750,000 SF state-of-the-art Adult Detention Center capable of housing 3,000 inmates that encompass five primary levels. The project also includes an adjacent 80,000 SF Sheriff Administration Building for the Marion County Sheriff’s Office staff and administration personnel.
The Adult Detention Center is designed to hold approximately 3,000 inmates to replace existing facilities. Over half of this population are held in locked cells which include bunk beds, toilet and sink units, and storage bins. Constructing these individual cells on-site proved to be costly and time-consuming. Alternative construction techniques utilizing pre-fabricated, modular cells constructed off-site were incorporated by AECOM-Hunt, where these cells come completely furnished with lighting, bunk beds, toilets, and sinks as well as a finished painting. The cells are delivered to the site in a “Just In Time” delivery sequence and set in their final position. The advantage of this pre-fabrication method is to allow construction of the cells (of which there are approximately 600) ahead of time before the building structure is complete. This also provides an enhanced quality of the units as they are manufactured in a controlled facility and undergo stringent quality control requirements prior to being delivered to the job site. All cells are monitored and controlled electronically through the security electronics systems located in a Central Command Control room in the facility. In addition, the facility includes a sophisticated state-of-the-art CCTV system consisting of hundreds of cameras strategically located throughout the facility to capture nearly every square foot of the building.
The Adult Detention Facility also includes a 20,000 SF fully equipped kitchen with the capacity to prepare 9,000 meals per day. Also included in the facility is a fully equipped Infirmary consisting of exam rooms, clinics, triage, dental, physical therapy, laboratory, pharmacy, dialysis, medical observation rooms, and housing areas.
The project also includes a Central Energy Plant that produces electricity, gas, heating hot water, chilled water, and domestic water for the entire campus.
