Meranti Power Pte. Ltd., a wholly owned subsidiary of the Energy Market Authority, officially opened its Hydrogen-Ready Open Cycle Gas Turbine (OCGT) power plant on Jurong Island on October 2025, marking a significant advancement in Singapore’s energy resilience strategy. With a generation capacity of 682MW, the plant can ramp up to full output within 25 minutes, delivering fast-start capability that is vital for grid contingency and system reliability.
Designed with a low-carbon future in mind, the facility’s state-of-the-art turbines are capable of co-firing with natural gas and up to 30 percent hydrogen. The plant also features black start capability, allowing it to repower Singapore’s grid when necessary.
The project was delivered on schedule in 28 months by a consortium comprising Jurong Engineering Limited and Mitsubishi Power Asia Pacific Pte. Ltd, to design and build the facility. As Owner’s Engineer for the project, AECOM supported the project development, from technology selection, conceptual design, financial estimation, and development of the engineering, procurement, to the construction (EPC) tender package, including the draft project agreement, among other services. This phase of the project commenced in December 2021.
AECOM also provided project management on site, engineering review, construction services, inspection and testing, commissioning and start-up until handover, and EPC preparatory works such as security-by-design (SBD). All this was done under a tight timeline from the start of construction in March 2023 to handover in June 2025.
This project demonstrates our ability to deliver multi-disciplinary consultancy services while navigating complex requirements, tight timelines and multiple regulatory approvals. It also reinforces our expertise in energy and power generation infrastructure, laying a strong foundation for the continued growth of our Energy team in the region.
