Focusing on the transformation of the old urban areas in Taoyuan District and Zhongli District, the initiative aims to revitalize the cityscape while preserving and promoting the cultural heritage and characteristics of the old city.
The project addresses the future development blueprint for the dual cities over the next thirty years, enhancing urban aesthetics and creating a vision for spatial regeneration that resonates with local culture. By reinterpreting the textures of the old city, vibrant neighborhoods rich in cultural and industrial identity will be established, while human-centered design reinforces a safe and convenient pedestrian environment. Innovative revitalization proposals for underutilized spaces will foster a better quality of urban life and support regional industrial transformation.
Revitalizing Taoyuan Old Town: A sneak peek at the transformation before and after
Over the past year, extensive engagement with local groups has led to more than 20 coordination meetings, resulting in the formulation of 24 action plans covering short, medium, and long-term objectives. The plan officially launched in 2024, with renovation projects underway to restore the unique textures of the urban landscape, revitalize the charm of the old city, and attract younger generations back to these areas, thereby infusing new energy and vitality into the city.
Project Name
Mincyuan Road X Chenggong Road “Art and Culture Pedestrian Walkway”
Location
Situated in Taoyuan District, Taoyuan City, the “Art and Culture Pedestrian Walkway” spans from Mincyuan Road’s northern boundary with Zhongshan Road to its southern boundary with Zhonghua Road. On Chenggong Road, the project runs from Taoyuan Elementary School’s main entrance on the west to the intersection on Zhongzheng Road on the east. Along the route of the project are key public facilities such as Taoyuan Elementary School, Wenchang Park, 77 Art Town and Xinmin Library. The total project length is 435 meters (360 meters along Mincyuan Road and 75 meters along Chenggong Road).
Design Concept
The design for this project aims to connect fragmented pedestrian pathways within the area, creating a continuous pedestrian-friendly landscape corridor. By incorporating road designs to reduce traffic speed, expanding pedestrian spaces, and opening up the walls of 77 Art Town to widen the entrance, we aim to establish a comfortable pedestrian environment around Taoyuan Elementary School and 77 Art Town. This will provide a safe route for students while enhancing the surrounding art and cultural areas. Additionally, the project will restore the historic significance of Chenggong Road, once a green avenue leading to Taoyuan Shrine, reviving the unique texture of Taoyuan’s old city district.

The design was completed at the end of 2023, with construction expected to finish by the end of 2024.

Project Name
Jingfu Temple and Surrounding Historic Pedestrian-Friendly Block Development
Location
Located in Taoyuan District, Taoyuan City, the project area centers around Jingfu Temple. It encompasses both sides of Zhongzheng Road, the northern side of Boai Road, the southern side of Zhongshan Road, and the surrounding commercial arcades and street intersections, covering an area of approximately 5,300 square meters.
Design Concept
To revive the grandeur of the past, this project seeks to enhance the unique charm of Taoyuan’s old city district for visitors. In addition to improving the pedestrian environment and integrating municipal facilities, this initiative will update the façades of businesses next to Jingfu Temple, beautifying and upgrading the surrounding streetscape. Key improvement points include:
- Adding a fully directional intersection in front of Jingfu Temple and optimizing pedestrian crossings
- Expanding pedestrian sidewalk space around the temple to enhance the pedestrian-friendly environment
- Relocating utility boxes and restoring public facilities through donations
- Prioritizing façade renovations for key buildings and introducing innovative industries

The design was completed at the end of 2023, with construction expected to finish by the end of 2024.

Boai Road X Kangle Road “Historic Pedestrian-Friendly School Walkway”
Location
Located in Zhongli District, Taoyuan City, the project covers Kangle Road in front of the main entrance of Zhongli Elementary School, including the Kangle Road and Deyu Road 7th Alley intersection to the south and the Kangle Road and Zhongrong Road intersection to the north. It also extends to the area in front of Zhongli Commercial High School on Boai Road and Deyu Road intersection, covering Deyu Road to Deyu Road 7th Alley and stretching along Boai Road to Zhongyuan Road, totaling about 505 meters (182 meters on Kangle Road, 192 meters on Boai Road, 78 meters on Deyu Road, and 53 meters on Zhongyuan Road).
Design Concept
The project divides the area into four sections, catering to different spatial characteristics and user needs. This includes enhancing pedestrian crossing space at Kangle Road intersection, improving the lack of sidewalks on the side of the Forest of Lixing Stories, optimizing the pedestrian environment at the entrance of Zhongli Commercial High School, and shaping a green corridor along Boai Road leading to the Lao Jie River Education Center.

The design was completed at the end of 2023, with construction expected to finish by the end of 2024.

Gathering International Experts for the Taoyuan Old City Regeneration Forum
AECOM has played a key role in the Taoyuan Old City Regeneration Plan, collaborating with the Taoyuan City Government, Chung Yuan Christian University and Springfield. Our team has helped develop and propose priority action plans for revitalizing the old city and engaging with local stakeholders. At the “Taoyuan Old City Revitalization Forum – ‘舊城新聲’”, experts from the academe and the build industry shared insights on urban renewal and cultural preservation. The forum unveileda new brand image for Taoyuan, “桃x 45 一探舊境”, highlighting a pedestrian-friendly vision to rejuvenate the old city and attract more residents.
