The Hampton Roads TOC uses advanced technology and real-time decision-making to deliver 24/7 traffic operations across one of Virginia’s most heavily traveled corridors.

Hampton Roads is one of the most operationally demanding transportation corridors in the United States. Defined by a dense network of highways, bridges and tunnels — with many that span waterways — it serves a diverse mix of commuters, military personnel, freight and millions of annual visitors. Managing traffic across this environment requires constant coordination, rapid decision-making and seamless communication.

Building on our nearly 30-year partnership with Virginia Department of Transportation (VDOT), we serve as the prime contractor for their statewide Traffic Operations Center (TOC) services. The fully integrated program combines real-time monitoring, incident response and field operations that support safe, efficient travel across the corridor every day — keeping people and goods moving reliably through one of the nation’s most complex transportation systems.

Managing complexity across land and water

Hampton Roads presents a unique set of operational challenges. With major interstates crossing waterways via tunnels and bridges, there is no single path through the region, and no margin for disruption. Traffic patterns shift daily, influenced by commuter flows, military operations and tourism, which requires a dynamic, responsive approach to management.

Within the TOC, our team serves as the central hub for all transportation activity across the region. Operators monitor live camera feeds, coordinate with state police and maintenance crews, and communicate real-time updates to the public through overhead message signs, navigation apps and other regional alert systems. Every incident — from major crashes to roadway debris or weather-related hazards — is assessed and routed to the appropriate response team.

This coordination extends to managing daily traffic flows and planned events by using managed express lanes, roadways that change direction based on demand and hard-running shoulders that convert into active travel lanes during peak periods. By orchestrating these systems in real time, we help VDOT maintain smooth, reliable travel across this high-volume network.

Integrated operations from control room to roadway

Alongside TOC operations, our Safety Service Patrol (SSP) teams are deployed across the region 24/7, actively monitoring roadways and responding to incidents as they occur. In 2025, SSP teams cleared more than 30,000 disabled vehicles — with an average clearance time of under 20 minutes — and supported over 10,000 crash responses, helping reduce congestion and prevent secondary crashes (follow-up collisions caused by initial incidents).

Patrollers are equipped with advanced tools and technology to safely manage incidents without exposing themselves to unnecessary risk. SSP vehicles feature hydraulic debris-clearing systems, real-time lighting adjustments and rear-facing camera systems to aid and protect our field representatives.

The TOC and SSP programs operate as a unified system — identifying issues, dispatching resources and restoring normal traffic conditions as quickly as possible. This integrated approach connects the right people and tools to respond to an issue, no matter where or when it arises.

A long-standing partnership delivering real impact

Our history with VDOT in Hampton Roads dates to the launch of the program in 1992, reflecting decades of familiarity with the region’s operations, infrastructure and mobility challenges. Since 2018, we have served as the prime contractor for VDOT’s statewide TOC services, building on that local experience to support integrated operations across Hampton Roads and beyond. Today, more than 130 team members support operations across the region, providing consistent, reliable service every day.

This longevity allows us to build on our institutional knowledge and strengthen our collaborative relationship with VDOT — enabling faster decision-making, more effective coordination and continuous improvement over time.

Beyond operational performance, the program delivers meaningful impact for motorists. Public feedback regularly highlights the value of rapid response, on-the-ground assistance and clear communication during incidents. By combining experience, innovation and a people-first approach, we are helping VDOT create a safer, more resilient transportation system for the Hampton Roads community.
