With its highly skilled and dedicated workforce, the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) has been a cornerstone of U.S. naval operations since 1908. It has faced operational challenges as national security missions and submarine platforms have evolved.

To ensure the ongoing readiness of its fleet, the U.S. Navy recognized the urgent need to modernize its four public shipyards, including PHNSY & IMF, and launched the Shipyard Infrastructure Optimization Program. The program is a long-term recapitalization effort that is delivering integrated investments in infrastructure and industrial plant equipment to expand shipyard capacity and optimize shipyard configuration to meet the Navy’s nuclear-powered fleet maintenance requirements.

Planning and Implementation

Through this program, AECOM developed an Area Development Plan (ADP) for PHNSY & IMF. The ADP is a long-term plan that offers a framework for the orderly physical development and modernization of the shipyard. The ADP is organized into a long-term sequencing plan that defines the timing of facility improvements, new construction, and consolidation of activities for optimization of workflow.

Working closely with stakeholders, the AECOM team conducted extensive advanced planning and engineering studies to investigate existing conditions and constraints. AECOM collaborated with the Navy to develop several courses of action to meet current and future needs that were then modeled through a digital shipyard industrial process model operated under a separate contract.

This unique collaboration and engagement on the ADP allowed for the evaluation and comparison of key performance parameters unique to the shipyard, including duration of maintenance projects and travel distances for the workforce to complete their work. This critical step informed the optimal configuration of facility locations in the master plan, to achieve efficiency gains and capture the benefits from implementing the plan.

Finally, the ADP process incorporated specialized and impactful analyses to develop a long-range capital improvements plan, organized into packages to provide core capabilities to the Navy. These capability packages provide detailed project sequencing and project prioritization to minimize operational impacts and disruptions to the shipyard.

Shipyard of the Future

This transformative ADP outlines a clear path for Pearl Harbor’s future development to optimize and modernize infrastructure, improve operational efficiencies, and ultimately strengthen fleet readiness. The plan also serves as a flexible framework that can adapt to the Navy’s changing priorities and emerging capabilities. In addition to actionable solutions to improve shipyard performance in support of the Navy’s evolving needs, the ADP is forecasted to achieve:

  • Estimated 60-90 days savings in submarine maintenance durations
  • Modernized real property assets and optimized shipyard layout
  • Enhanced mission readiness with purpose-built facilities that consolidate functions
  • Improved operations though upgraded systems and renovated spaces
  • Increased workforce productivity with better work environments
