AECOM performed an alternatives evaluation study and complex detailed design for a one-mile section that extends along East Summit Street, from South Lincoln Street to east of Loop Road, in Kent, Ohio. The project includes full-depth reconstruction of East Summit Street, relocation of West Campus Center Drive and construction of two modern roundabouts. Once complete, the project will improve traffic flow, enhance vehicular and pedestrian safety, and create a signature gateway to the Kent State University (KSU) campus.

This local-let, Local Public Agency (LPA) project, sponsored by the City of Kent, called for reconstruction and upgraded signalization of the South Lincoln Street, Morris Road/Janik Drive and Loop Road intersections, with East Summit Street including new median islands, curbs, sidewalks, on-street bike lanes, drainage, sanitary sewers, water mains, decorative street and pedestrian lighting, landscaping and streetscaping, retaining walls, and new signing and pavement markings.

Due to the project’s location, number of stakeholders and severity of problems, collaboration amongst the stakeholders and continual public involvement were keys to delivering a successful project. During the early stages of public involvement, this project morphed from its original configuration into its ultimate design. The city listened to the needs and desires of the public and stakeholders and worked with AECOM to design an innovative solution that, while being non-standard, has been well received and effective. The city, KSU, the Ohio Department of Transportation (ODOT) and the Portage Area Regional Transportation Authority (PARTA) were key stakeholders and partners.

AECOM’s scope of work included preliminary engineering and environmental documentation tasks such as surveying; traffic signal warrants and traffic analysis; alternatives evaluation and analysis; branding; theming and conceptual planning; public involvement and utility coordination. In addition, we developed the detailed design construction plans and specifications, prepared the right-of-way plans and performed right-of-way acquisition services.

Our team also helped the City of Kent secure Congestion Mitigation and Air Quality, Highway Safety Program, and Ohio Public Works Commission funds for the project, which is currently under construction and scheduled to be complete in the spring of 2019. The first phase of the project is fully constructed and operational, and the overall project cost is approximately USD$17 million.
