Extending from the German border in western Poland towards the country’s eastern border, the A2 motorway is one of Poland’s most significant road infrastructure projects.  

Its existing and planned sections follow an east–west route from Świecko, near Frankfurt (Oder) on the Polish-German border, via Poznań, Łódź, Warsaw and Siedlce, towards Kukuryki on the Polish-Belarusian border. 

We were appointed to oversee both the design and construction of four sections of the route located in Eastern Poland, between Siedlce and Biała Podlaska. 

The four sections, totalling 63.4 kilometres, have now opened to traffic, providing drivers with a faster, safer and more direct link to Warsaw. 

The newly opened sections form a key part of Poland’s east–west road network, reducing journey times, improving regional accessibility and supporting economic growth. 

What was AECOM’s role on the A2 motorway in Poland? 

As design and construction supervisor, we were responsible for coordinating all activities and administration across the pre-construction, construction and post-construction stages for all four sections of the route.  

This included ensuring all works complied with the FIDIC Yellow Book – the conditions of contract developed by the International Federation of Consulting Engineers for design-build construction projects – and Polish construction law.  

In addition, we helped the works contractor prepare a user-friendly works programme, assessing risk and potential impacts and developing remedial actions where necessary. Our teams have also monitored the works and provided clear and accurate reporting to the employer. 

A bridge on the A2 motorway

Addressing complex challenges 

The sheer scale of the project presented numerous challenges. With four independent sections to manage, effective coordination was essential.  

The route was delivered in stages, with different opening dates, technical conditions and levels of progress across the four sections. The works included interchanges, bridges and viaducts, drainage, environmental measures, finishing works and a mix of concrete and bituminous pavement solutions, depending on the section. 

On the section closest to Biała Podlaska, finishing works included barriers, drainage and paving, while the remaining sections required road layers, bridge works and the reconstruction of underground utilities that conflicted with the new alignment.  

As a result, our team worked closely with three different contractors on four separate sections to ensure the smooth and timely implementation of the works contracts within the allocated budget. 

One critical aspect of the project was the implementation of environmental protection measures. 

Thanks to our expertise, we advised on the most appropriate measures to limit disturbance and support local wildlife. These measures, which were incorporated into the works, included animal crossings, noise-reduction barriers, planting along roadsides for habitat restoration and efficient drainage systems. 

Integration with the trans-European road network 

Historically, the east–west axis of the country was primarily served by the National Route 2, which runs adjacent to the A2 motorway. This single-carriageway road has carried significant volumes of traffic, including a high proportion of heavy vehicles. 

By providing a new direct link from Eastern Poland to Warsaw, the newly opened A2 motorway sections will help relieve pressure on the surrounding road network. They also form an important part of the wider trans-European road network, improving accessibility across the region and strengthening connections to Warsaw, Poland’s national expressway system and the border corridor further east.
