The Linhai project is the first in Taiwan to combine a wastewater treatment plant (WWTP) and a reclaimed water plant.
Under a Build-Transfer-Operate (BTO) contract in accordance with a public-private-partnership (PPP), AECOM was appointed project construction management contractor for the construction period and operation of the project.
Due to the rapid industrial development in Kaohsiung, water scarcity has become a severe issue; thus, to ensure sufficient and stable water supply while stabilizing the industrial economy, the Water Resources Bureau of the Kaohsiung City Government is actively seeking alternative water sources.
AECOM’s scope of work includes managing the construction and operation of the water intake system, sewage treatment system, reclaimed water treatment system, sewage advanced test center and water distribution system.
The contract for the Linhai BTO project began in 2018 and involves the one-time construction of a sewage treatment plant and a reclaimed water plant. Upon completion of the first phase, this plant is expected to process 55,000 cubic meters per day (CMD) of household sewage and supply 33,000 CMD of recycled water. The reclaimed water from this project is set to supply five plants in the Linhai Industrial Zone, including those of Sinosteel, PetroChina, LCY Chemical, LCY Technology and Sinopec.
The plant has started supplying reclaimed water in December 2021 and will be used as a sustainable water source for the development of peripheral industries. After expansion, which aims to meet the future industrial water demands, its capacity will increase to 100,000 CMD and 60,000 CMD, respectively.
