AECOM provided Land Transport Authority (LTA) of Singapore with consultancy services for the detailed design and construction support of the Thomson East Coast Line Stage 3 (TEL3) which was officially opened on November 11, 2022.

Fully commencing on November 13, 2022, the project means that more than 180,000 households are now within a 10-minute walk from an existing TEL station. It also reduces commuters’ travel time between Northern Singapore to the city center by around 40 percent and lightens the load on existing rail lines and bus services.

AECOM was appointed to provide consultancy services delivering detailed design and construction supports for the Package C of the TEL under the ‘C2104’ contract. The contract included a route length of a 6-kilometer-long bored tunnel and five underground stations including two interchanges station threading through a high-end residential area to Singapore’s main shopping belt at Orchard, starting from Stevens, through Orchard Boulevard, Orchard, Great World City and ending at Havelock station.

We worked with the client to overcome engineering challenges posed by the site during the design and construction stage, one of which required performing “undercrossing”, a technique used for the first time by the LTA.

AECOM also provided detailed design and construction support for mechanical & electrical services for 11 stations across from Steven Station to Marina Bay (with the exception of Napier Station) under the ‘C2107’ contract. This scope covered Alteration & Addition works to the existing services at four existing interchange stations – Outram Park station, Orchard Station, Steven Station and Marina Bay Station – to integrate TEL3 with those interchanges. Our responsibilities included the environment control system, fire protection system, electrical services, authority and agency statutory compliance, and submissions under the appointed Qualified Persons for mechanical & electrical services.

Our multi-disciplinary team provided civil and structural, architectural, geotechnical, plumbing and sanitary services. We were also involved in the completion of the environmental impact assessment, traffic impact assessment, utilities diversions, reinstatement works, CSD/SEM production and construction support throughout the contract. We also appointed the Qualified Persons for Civil and Geotechnical engineering, responsible for the authorities’ and agencies’ statutory compliance and submissions.

Other underground works we conducted included pipe roofing, sinking shaft construction, and tunneling and underpinning below residential houses and a 9-story high-rise building.

Thomson-East Coast Line (TEL) is a 43-kilometer fully underground train line that brings faster access to the city, the Central Business District (CBD), and developments in the Marina Bay area for Singapore residents in the east and along the North-South Corridor. It is the sixth MRT line and comprises 32 stations and eight interchange stations. The entire TEL is expected to be fully open by 2025.
